Add collaterals USDC, wstETH, weETH, USDbC to ETH Comet and wstETH, weETH, rETH to USDC Comet on Base

The Compound Growth Program proposes addition of new collateral assets to the ETH Comet on Base chain. We are confident that addition of these collaterals will make Compound accessible to a larger pool of holders which in turn will increase borrowing

Motivation

Base ETH Comet currently only has 1 asset listed. Adding more assets will increase borrowing, utilization and more users to the Comet. Similar for USDC Comet, adding more collaterals will make it an attractive stablecoin pool for a wider base of users.
