Compound Delegate Race Application

There’s a week-long period for delegate candidates to submit their applications for the Compound Delegate Race. The hard deadline will be 9PM EST on August 12th. Please note that the applicant needs to fulfill the following criteria to be considered:

  1. The applicant needs to submit application by the deadline
  2. The applicant currently does not have 80k or more COMP of voting power. The applicant is not eligible for this delegate race if the applicant has 80k or more COMP of voting power to prevent the overconcentration of voting power.

Please also note that:

  1. You must specify in your application if you are applying as an individual or an entity. A maximum of one person can apply from each entity.
  2. The elected delegates must maintain a minimum participation rate of 80% between being awarded delegation till EOY 2024. Delegates with under 80% participation might have their votes revoked.
  3. Regarding accountability and good-faith participation, the GSWG will hear all complaints regarding any conflicts of interest or malicious actions taken by delegated parties. We will raise warranted issues to the community, and if needed, submit a vote to have the general community decide on withdrawing the voting power of the perpetrating delegate.

Interested parties will self-report their participation in Compound governance according to the provided template below. The GSWG will verify the provided information and finalize a list of elected candidates. Each elected party will be delegated their respective amount of COMP via a vote that will be put onchain by the AlphaGrowth team utilizing a series of Franchiser contracts.

I am applying to the delegate race to help steward the protocol through its next chapters so that it is in the best possible shape structurally for the next wave of newcomers to have their “Aha!” moment with Compound.

Most of my voting history has carried negligible weight (single digits of COMP), and the lack of voting power (plus gas costs, pre @arr00 's comp.vote) weighed on my participation rate. Since starting to accrue COMP through my contributions as a Compound Grants Program domain allocator, my votes have carried slightly more weight, and I have participated more consistently. I think this is net-beneficial for the protocol because my role as a domain allocator affords me close insight into the ecosystem of builders and services around Compound that should be reflected in protocol governance.

Since the Proposal 289 shake-up, I have received two very substantial delegations (totaling 35K COMP) and feel a steep increase in responsibility to participate consistently on each proposal instead of participating when it’s convenient for me. Receiving additional delegation through the delegate race would ensure robust representation of Grants Program domain allocator perspectives on proposals and support my voice on proposals even if the larger delegations I recently received were to be repurposed.

I have been involved with Compound (at least tangentially) since 2020 when DeFiSafety first reviewed the protocol. As a delegate I would hope to maintain the high standard of governance and security that Compound has always maintained. We see DeFi through a security and process lens. We would provide diligent and consistent assessment of proposals, with a focus on security.

As founder of DeFiSafety I have been deeply involved in DeFi security transparency and governance full-time for four years. I’ve been directly involved in assisting Compound security processes through three grants going back to 2023. (Token Technical Risk Report, Chain Technical Risk Checklist and New Asset Listing checklist Automation).

ScopeLift is a web3 development agency with a focus on DAO Governance engineering. We provide services, products, and public goods in this realm. Over the past several years, we’ve become experts in extending, customizing, and building on top of the Governor family of contract pioneered by Compound DAO, and later standardized by Compound in collaboration with OpenZeppelin. We want to give back to the Compound community by exercising our expertise, to help ensure the OG Governor DAO remains healthy and flourishing, and continues to push the ecosystem forward.

Here is a brief summary of some of our work:

  • ScopeLift built and maintains Flexible Voting, an extension to the Governor contracts that enables novel voting schemes and integrations to be created. It has been adopted by numerous large DAOs, and has now been merged into the OpenZeppelin contracts repo.
  • ScopeLift has lead the sensitive process of upgrading Governor contracts for several notable DAOs, including Gitcoin, PoolTogether, Radworks, Arbitrum and Compound itself (currently ongoing).
  • ScopeLift built the UniStaker contracts, which UniSwap Governance is in the process of adopting in order to turn on protocol fees and distribute the rewards to UNI stakers who delegate their tokens for participation in Governance. ScopeLift is also building a UniStaker liquid staking token in collaboration with Tally.
  • ScopeLift is building the contracts for MultiGov, a first of its kind native crosschain governance system built on top of Governor, in collaboration with Wormhole and Tally.
  • ScopeLift received a grant from the Uniswap Foundation to build out Seatbelt—a DAO Governance safety tool. Seatbelt monitors goverance proposals for many large DAOs, performs a series of simulations and safety checks, and generates reports that can be referenced by delegates before voting. It also allows delegates to simulate and test would-be proposals before submitting them onchain.

I am up-to-date on governance happenings, governance innovations, and governance best practises. I led our successful grant application for Tally to improve the governance experience of Compound within Tally’s UI. I am also excited about multichain governance and the Tally Protocol as potential future implementations of Compound gov.

I am an experienced delegate; I also serve as a delegate for Moonwell DAO, zkSync DAO, and Wormhole DAO. My hands-on experience across various DAOs has equipped me with a nuanced understanding of governance dynamics and the importance of aligning incentives with the broader community. I am observing DAO governance closely daily at Tally.

Through my work at Tally, I have gained deep expertise with Governor contracts, which were pioneered by Compound DAO. This has given me a unique appreciation for the foundational role Compound plays in the ecosystem.   • Compound Metrics: The Event Horizon Community has participated in soon-to-be 89 Compound proposals with zero downtime.

  • General Metrics & Traction: Event Horizon is already live within both the Gitcoin and Arbitrum ecosystems and has mobilized >$55,000,000 of voting power across ~500 proposals on over 6 DAOs all on behalf of retail voters at no cost to the user. This is $55,000,000 of voice amplification for the low-capital, high-conviction citizens which would never have been possible prior to the Event Horizon’s product.

Most recently, Event Horizon officially partnered with Gitcoin to leverage the Gitcoin Passport and received a 150,000 GTC community delegation:

Voting is the first step to onboarding new DAO contributors and/or delegates. But without meaningful voting authority, new and existing DAO citizens will remain sidelined and the DAO will remain worse off compared to competitors who optimize top of the funnel.

Event Horizon allows DAO citizens to vote with meaningful authority though its novel governance mechanism: Implicit Delegation

Event Horizon slots into the broader DAO ecosystem in a similar fashion to a standard delegate. However, rather than the pool voting based on the decision of one individual or group, it votes with the collective cognition of hundreds of individual Event Horizon Voter Pass holders. This serves two functions:

  1. Enfranchise Community Citizens: It provides a clear and designated voice for smaller, retail voters.
  2. Increase Meaningful Retail Participation: It drives participation through a game theoretic process called Implicit Delegation. Whether 10 people show up to vote, or 10,000 people do, the full retail voter allotment is mobilized in support of the community’s desired outcome:

When participation is low… each voter receives a larger slice of the public access pie. This means the fewer people there are voting, the more incentive there is for someone new to come and participate.

When participation is high… there are more voters splitting the same pie, however, retail participation is high, which is a great win for the ecosystem.

This is all done without the need to pay delegates with inflationary token rewards, which would attract the wrong crowd anyway. Event Horizon’s model attracts people strictly interested in governance, not payment.

  • DAO Benefits: From a DAO perspective, Implicit Delegation brings the many great ideas and voices from the long-tail distribution of low-capital community members to the surface. We like to say that the best ideas in an ecosystem are often held in the minds of individuals with $50 in governance voice, so we need a better platform for these ideas to be heard.

  • Delegate Benefits: Governance is hard. It is nearly impossible to review, react to, and care about every individual proposal. EH functions as a hive mind to solve this problem. If there are 3 proposals (Gaming, Lending, and Partnership) 100 citizens may show up to vote for each, but the exact voter body may be entirely different each time, with those caring about gaming participating in the gaming proposal, and so on and so forth for the other proposal topics.

  • Continued Benefits: Establishing the initial delegation is the first step in enfranchising the broader community. From there, Event Horizon functions as a think tank creating bespoke solutions to benefit each specific community. By participating actively in DAO governance, the OpenZeppelin Governance team can proactively advocate for positive governance initiatives based on its 9 years of experience in the industry. While OpenZeppelin Governance (zOS Global Limited) will lean on OpenZeppelin’s long-standing expertise in protocol security and community governance, it will function separately from OpenZeppelin Security (Zeppelin Group Ltd) which currently acts as Compound’s Security Partner. While OpenZeppelin Security has not been an active voter due to the conflict of interest it could present, it has been active in monitoring all governance proposals for security issues and has also performed Security Reviews on multiple proposals within the timeframe specified. At the bare minimum, we’ve consistently had a baseline proposal review including simulated execution, verified addresses, evaluated parameters, and validated descriptions but only reported issues in the forum when they arose. We have indicated each proposal where we have provided a baseline review as well as public comments or published reviews in this excel sheet.

OpenZeppelin Governance intends to be an active voter and capable of independently participating in governance going forward in the coming weeks and can make effective use of a delegation. Michael Lewellen, OpenZeppelin’s dedicated Security Advisor to Compound, has also recently been submitting votes from his individual profile.

OpenZeppelin Security has submitted 16 proposals and passed 11 proposals to renew and process payments for its security partnership with the Compound DAO based on its old and current delegate profile. In addition to this, we’ve also performed security audits and contributed to the deployment of dozens of other proposals, including the initial launch of Compound V3 and all subsequent Comet markets.
